SILC members are volunteers appointed by the Governor. It is made up of 23 members, 18 of which have voting power. A majority of voting members must be persons with disabilities who do not work for state agencies or Centers for Independent Living. Voting members include persons with disabilities, parents, advocates, and representatives from private businesses, organizations serving persons with disabilities, and CILs.
Non-voting members represent state agencies that provide services to persons with disabilities. As mandated by law, we have five non-voting members who represent state agencies: Illinois Department on Aging, Illinois State Board of Education, IDHS – Division of Developmental Disabilities, IDHS – Division of Rehabilitation Services, and Illinois Department of Children and Family Services. Members are from all regions of the state, represent a broad range of disabilities, and are knowledgeable about the Centers for Independent Living and independent living services. Each member is appointed for three years and is eligible for two terms.
