SPIL 2025 – 2027 is Open for Public Comment

The Statewide Independent Living Council of Illinois (SILC), is a not-for-profit statewide planning organization. The Federal Rehabilitation Act requires each state to create an autonomous Statewide Independent Living Council to develop a State Plan for Independent Living (SPIL).

The SPIL is a strategic plan that includes Independent Living goals and objectives, outreach plans, funding priorities, a Resource Allocation plan (budget), CIL Network information, and collaboration and partnership activities as well as statutory compliance assurances.

To receive Independent Living funds under Title VII, Chapter 1 of the federal Rehabilitation Act of 1973, as amended, each state must develop a State Plan for Independent Living (SPIL). SILC develops the SPIL jointly with the 22 Illinois Centers for Independent Living. SILC is not a service provider nor does it fund or monitor services. SILC is a planning body.

The draft SPIL is open for 30 days for public comment.  Comments will be accepted on the draft SPIL (link below) until May 5, 2024.  The next SPIL will become effective on October 1, 2024.
